The Home Energy Rating System, or HERS, is a program of the California Energy Commission initially designed to address construction defects and equipment installations that had historically not been done correctly. The HERS rating system has undergone an update – HERS II – where a home is rated on a scale from 0 to 250 to show its efficiency relative to a reference home built to just meet the Title 24 Building Energy Efficiency Standards’ prescriptive requirements.
HERS II Rating System is used to qualify for California TCAC and CDLAC, low income tax credits and private debt. Affordable housing sponsors and developers seeking to utilize tax credits or private activity bonds through California Tax Credit Allocation Committee (CTCAC) and the California Debt Limit Allocation Committee (CDLAC), respectively, for rehabilitation projects must reduce the projects’ energy consumption.
The energy reduction must be documented by submitting the California Energy Commission HERS II energy consumption and analysis report, developed using the Home Energy Retrofit Coordinating Committee’s multifamily protocol, which shows the pre- and post- rehabilitation HERS II estimated annual energy use demonstrating the required improvement and is signed by a qualified HERS Rater.
All rehabilitation projects must demonstrate a 10% minimum reduction in HERS II annual energy use. For competitive situations, additional “points” may be obtained by further reduction in the HERS II rating or if the projects do the following:

HERS Providers are approved by the Energy Commission based on the ability to create and maintain a Registry and Database; to provide ongoing access of the Registry and Database to Energy Commission staff; to train and certify HERS Raters; to create a Quality Assurance Program and conduct quality assurance on HERS Raters’ work; and to report annually to the Energy Commission certain data as required by the HERS Regulations.
